Sh. Mahabir Singh Kasana is a former Joint Director at the Institute of Secretariat Training and Management (ISTM) under the Department of Personnel and Training, Government of India and is accredited as a master trainer by the Training Division of DoPT to train trainers and build capacity among public authorities. He holds Master’s degrees in both Science and Law (LL.M.). He also has a Certificate in Training and Development from the Institute of Training and Development, Marlow, UK. Mr. Kasana is also a legal counsel for over 15 organizations where he trains trainers and assists public authorities in capacity building related to RTI and other subjects. His notable work includes the “Right to Information Act, 2005: A comprehensive Performance Guide for Public Authorities to Handle RTI matters,” with the latest edition published in 2025, which further supports capacity building by providing detailed guidance for public authorities to effectively manage RTI applications and appeals.
He has participated in international training programs on RTI for Commonwealth countries in the Asia region, broadening the impact of capacity building beyond India. He has also authored a practical guide on the POSH Act, titled A Practical Guide to Prevention of Sexual Harassment of Women at Workplace, which details the implementation of the Act, the role and functioning of Complaints Committees, procedures for inquiry and report writing, and covers the latest judicial rulings relevant to POSH. He is regularly invited as a guest faculty at premier government training institutions, such as the Lal Bahadur Shastri National Academy of Administration, SVP National Police Academy, National Centre for Good Governance etc. where he imparts knowledge on RTI and governance, further disseminating expertise on RTI legislation among civil servants.
